Bicycle Infrastructure: Benefits and Costs
The health and quality of life benefits of bicycling for individuals has shown by the Robert Wood Johnson Foundation and many others to be high, just as they are for walking and other means of exercise. But with only 15% of bike use for shopping and 8% for commuting, the bicycling benefits to society in reducing congestion and pollution is minimal at present. So what is the "return" on investment for governmental investment in bicycle facilities and bike-friendly policies?
This year researchers at the University of MN developed a web-based tool for communities considering building a new bicycle infrastructure (bikes lanes, trails, related equipment). The interactive tool, available at the web site above, estimates costs, the demand in terms of new cyclists, and measured economic benefits (time savings, increased livability, decreased health costs, a more enjoyable ride).
An accompanying November 2004 52-page report (see http://www.research.dot.state.mn.us/detail.cfm?productID=1964) presents facts about bicycling in Minnesota, and estimates the sizes of the various types of benefits that bicycling creates. It finds that the benefits that result from bicycling in MN are large relative to expenditures on bicycle facilities: total benefits in excess of $300 million per year.
